Rent control transparency
Larkspur City Council enacted Ordinance No. 1067, introducing rent stabilization measures. These regulations cap rent increases at 5% plus inflation or 7%, whichever is lower, and provides eviction protections for residents (in contrast to the state's AB1482, which allows up to a 10% maximum increase). My goal is to clarify how these measures benefit our community, empowering residents to make well-informed decisions regarding their housing.
I support Ordinance No. 1067, it is stronger than the state 10% rent increase max.
E-bike safety
I would like to partner with the school system to bolster and expand educational programs and align on clear guidelines for both youth and adult e-bike use to promote safety for riders and pedestrians.
I would also like to collaborate with City Works on getting some Radar Enabled Speed signs installed on bike paths to inform riders of Class 1 & 2 e-bikes how fast they are riding in the absence of speedometers.
Housing opportunities analysis
The latest Regional Housing Needs Assessment (RHNA) has mandated Larkspur to construct 875 housing units within the next eight years. As no California jurisdiction has been successful in appealing this mandate, it is imperative for us to collaboratively devise a sustainable development plan as a community. Increased housing will offer downsizing opportunities to empty nesters, and affordable housing will allow young adults, teachers, and first responders to live in the communities where they work.
Our goal is to meet this mandate while ensuring the preservation of Larkspur's character. Let's work together to identify thoughtful and inclusive strategies that not only fulfill the housing requirement but also cater to the affordability needs of our expanding community.
Environment
I believe in going after large initiatives while also taking on everyday actionable improvements, especially when it comes to the environment. EVERY effort makes a difference.
Large Initiatives:
New housing construction should be held to reduced fossil fuel use by dictating electric cook ranges, and rebates for incorporating solar or alternative energy sources.
Increased EV charging accessibility
Let’s Tackle today:
The trash bins on Magnolia St. have separate holes in the lid for trash and recycling but they feed to the same bin. Let’s make recycling on Magnolia St. a reality.
Composting bins in high density take-out restaurant areas.
EDUCATION ON RECYCLING many do not know that you have to rinse recyclables before putting them in the bin, or what type of cardboard is recyclable — let’s partner with Marin Sanitary Service to educate the public on recycle etiquette.
Fire Safety
Fire safety is very important always, but especially now, in a time when weather is becoming more unpredictable, we have aged above ground electrical infrastructure, and home buyers in Marin are unable to get fire protection on their homes.
It is critical Larkspur makes sure that we are observing defensible space around homes, removing highest risk debris from our open spaces, and working with the state to make sure we mandate that insurance companies will continue to service California buyers.
Make Larkspur an “Age Friendly” City
Age Friendly is an initiative to make sure that communities are finding ways to help our senior citizens thrive. Let’s make sure that our elderly residents are comfortable, happy, and included.
Of the 11 cities that make up Marin, 9 are “Age Friendly”.
Larkspur has the 2nd highest median age only after Sausalito, and is not yet designanted as an “Age Friendly City”.
Keeping commerce vibrant
I propose the introduction of more events like “Larkspur Magic” to encourage community engagement and foster a sense of togetherness. By supporting local businesses and organizing family-friendly gatherings, I aim to create a dynamic and thriving environment for all residents.
